East Belfast Development Strategy

East Belfast Partnership in conjunction with the Strategic Investment Board is leading the development of a Strategy to:

  • Improve the physical connectivity for the residents of East Belfast to Titanic Quarter and Belfast City Centre.
  • Facilitate social and economic connections through a designed urban environment, creating maximum benefit and minimum disruption to communities involved.
  • Unlock sufficient development value to afford the infrastructure improvement costs, preferably to create a surplus for re-investment in public infrastructure.

Consultation with representatives from the community, business and statutory sectors identified three focus areas:

  • The Shatterzone – this is an area of immense potential and is characterised by under-utilised land, road and rail infrastructure to the west of the study area.
  • Templemore Avenue - located in the heart of the neighbourhood where better economic connectivity with Titanic Quarter is needed; and
  • Holywood Arches - an area benefiting from investment through the Connswater Community Greenway but in need of regeneration due to the overall level of undeveloped land and dereliction in the area.
The Strategy also includes a Transportation Framework which looks in detail at transport proposals for each of the above areas.

The Shatterzone

The Shatterzone

The development strategy for the Shatterzone is to create a new ‘Strategic Investment Site’ for Northern Ireland. The area sits at an important gateway into the City Centre, with strong transport links and proximity to George Best Belfast City Airport. The regeneration and development of this area should lead to employment creation and office expansion.

Templemore Link

Templemore Link

A new pedestrian and cycle link is proposed via Fraser Pass, this will connect up with the existing footbridge across the Sydenham Bypass close to the Bridge End train station. This link will also include improvements to the public realm from Templemore Avenue along Newtownards Road, Fraser Pass and Fraser Street to make the route more attractive to pedestrians and cyclists and to encourage movement.

Holywood Arches

Holywood Arches

Lack of investment coupled with blight created by a road protection line in and around Holywood Arches has resulted in the physical decline of land and property. Opportunities exist to renew the area through the creation of a new high quality residential and commercial environment along the Greenway. This would also complement the new CCG Civic Square which will be developed in 2013.
